Thread title edit restriction for users

Hi dear

I am using vbulletin 4.2.2
i want to restrict user to edit Thread Title after posting the thread.
i have change the setting for title change time duration to zero but user stil have title change option.
plz help how to restrict users to change title of thread (Topic)?

Setting it to 0 means they can do it anytime even weeks after posting set it to 1
