We are facing problem in our attachments system which is not working even for a small size file. This was hipping with all members even with admin & staff.
I am attaching 2 screens shorts to assume what is actual problem.

in this screen only blank screen showing nothing else.

I also tried https://vborg.vbsupport.ru/showthread.php?t=293388 but same result
Kindly advise to solve this issue.
Did you try, in the admincp, Maintenance > Diagnostics > Upload, and see what it says?

yes after selecting a file and pressing upload, it says "No file uploaded and no local file found. The test cannot continue."

Are your attachments stored in the database or in the file system?
Basic questions I know, but every little helps..

yes after selecting a file and pressing upload, it says "No file uploaded and no local file found. The test cannot continue."
It should have also spit out some PHP variables. What were they?

That is your problem there. You either need to upgrade to vB4.2.2, or you need to downgrade your PHP to 5.3 or 5.3
