Floating notice in all forum

Hello!

How can I add a floating notice that can be closed in all the forum (sections, post and stuff). One forum has what I want and here is a pic:

How can I do this? I've seen plugins but no one do it. Thanks!

Yes, that is exactly what I want, but in that plugin, the warn is only shown for guests, and I want it to be shown for all users.

On line 237 you will need to change the message before you install

Yeah all I did was change the guest check, the end user can edit the phrase, guestwarn_text to their individual needs. :)

Would be better if you could edit the message from the admincp and what groups u would like to see it
