Mobile Theme - Blank Page

Is there a way to add a blank page to the mobile theme?

Sorry.

I just want to be able to create a blank page, which will pull the header and everything, so it renders in the theme. Then I can put rules on it.

Ideally, the theme I use doesn't have any profile settings available, so I'd like to try and get those working too.
