Reviving a "dead" forum?

I have literally tried everything to get users back to forum. Content, mass emails, articles, advertising, etc. I don't know what else to do to not only get my previous users, but new users to join. If anyone has had this problem I would be interested in what you may have done to turn things around. Sorry if this is in the wrong VB forum, not sure where to go from here. Any help or advice appreciated... thanks.
