When i bought my vb lic i went with the forum only. Now i would like to have a home page. Is there anyway to do this? Or must i buy another whole vb license?

Move your forum installation to a subdirectory like globalhax.com/forum/ and just set up a home page at http://globalhax.com.

You can also use a free CMS such as Joomla for your "home page" type installation.

First you want to do as RedTurtle says, and do it successfully. You can investigate Joomla and see if it's right for you at joomla dot org. Here's a friend's Joomla powered site, for example:
http://smokeyandthebandwidth.com/
If you want Joomla you just download it from the joomla site, then load it on your server as the main site. What you do with it from there is up to you.

I would like my home page to be http://globalhax.com and then forums to be http://globalhax.com/forum. So what would i have to name the file? You will create a new directory in server named "forums" and move all vBulletin files and folders to it.... renaming your site URL and everything else in config.php to match. The db stays the same.
EDIT to add: THINK LONG AND HARD AND GET MORE ADVICE BEFORE YOU GO THIS ROUTE!

Check my edit of my post above. Wait for some better advice than just mine. Although I have moved vB boards, and used Joomla in conjunction with vB, I have never tried it with a vB4 installation.

Take your TIME, this type of deal is a big change and it's not a urgent matter. And I'm hardly a expert advisor.

Looks custom, or the code has been made to look custom. It is not one of the standard CMS's. At least I could not discover it with a quick glance.

You can probably come close to styling an existing CMS, if you want to do it yourself. Most of the CMS's are big bulky animals so many web designers just create their own pages instead. A full CMS allows others to include content in their own sections. I noticed that their comments were powered by "Diqus", this is the clue (I think) that they just wrote their own pages.
You have to decide if you really need a full blown CMS.

Another vote for vbadavnce....all but the forum, arcade, & activity(demon) stream tabs are vbadvance on my forum. And it's free with a multitude of options/ custom modules. It uses your forum default for styling....comes with premade modules..news module being one of them.
