Just the colors? Or the same layout?
If the first, that's pretty simple and you should be able to figure it out without having to buy anything.
If the second, that might be a problem. The style you linked is for vBulletin 5, whose templates, to my knowledge, don't work with vB4. IF you wanted to pay someone enough, I'm sure someone out there could edit all the templates to replicate vB5's layout, however the process would be very tedious.

I am just looking for something clean which is hard to find. I would like the main color of white with blue, gray, black accents, all or any. Fixed style.

Unfortunately, vB4 is far from clean (it really gives me nightmares).

VB can be as clean as you make it. If you wait for someone else to do it for you, ya better whip out some bux like I used to do before I found out how easy it is to do it myself.
