Force Users to read a Thread

I would like to know how can I force a user to read a thread (Rules Thread) once he completes his registration process (After Email Verification)?

It allows me to make a new member (registered member who just completed his verification) to read the rules before he start surfing the forum?

if you want members to read rules first this works for me using 4.2.1

I tried this. But it didn't forced the newly registered member to read the rules first.

Can you tell me the correct settings (with screenshot)?
