Publishing suit

Hi,

I have two forums 3.6.8 Patch Level 2 and and 4.X. Both are not active right now as i had issues with spams and i had to shut them temporarily. Now I am working on them and I am curious about the publishing suit. What is it ? I can't find much info about it. Is it a better graphical tool to interface with the forum template and settings ? Is there a tutorial video ?
and how much i have to pay if i get it ?
