Newbie Users - many users in group

Newbie Users has all members, but standard Reg. Users has none, how to adjust setting of placing new users to standard Reg. Users please?

There isn't a newbie registered usergroup, or standard registered usergroup in the default software.

What are the usergroupids, what id dyou try to do, and what did you expect to happen?
