Disabling User Notes

Is this possible? Because I'm not seeing an on / off setting under User Notes Options.

From my understanding, user notes used to be what visitor messages are now, so it's kind of redundant to have two things that do the same thing.

Given that it's possible to prevent a user from seeing their own usernotes via usergroup permissions, I can't see how they were originally serving the same purpose as visitor messages.

I think the only way they can be blocked from use is just to set the permissions for them for all usergroups to No.
