ok so I have it installed vbdownloads I mean but when I go to configure it it gives me an error the says this.
You did not enter a valid value for this setting.
NOTE: We recommend that you set this outside of your public_html folder to prevent leeching.
Setting this value incorrectly will cause uploading and downloading to fail.
what is that error trying to tell me and how can I fix and get rid of it is my question?

Questions/Problems regarding modifications/styles need to be asked in the modification/style thread. That is where the support for modification/style is - not out here in the main forums. Please note that if a modification/style is unsupported (or even if it says it is supported), you may be on your own if you chose to install it.

It means to set your upload folder to something above public_html ie...
/home/username/public_html
So upload dir would go in /home/username/upload
But not all setups allow usage of a folder in that location to be usable to a outside webpage either, also, you may need to set that folder & its sub folders to 777
