Forums - Create more then 5 groups

The system I am using is the vBulletin 4.x Publishing Suite in the forums options under the group drop down I start creating groups and after 5 new groups I get a message telling me there is a limit of 5 groups can be created for each user.

This is the message I get

"You can only create 5 group(s). You may delete a group in order to create a new one".

I am doing this as a administrator and want to if possible increase the number to more than 5 where in the admincp or what do I have to do to increase this limit.

The ideal situation would be to keep the limit to 5 for non administrators and only allow a administrator to put in a unlimited number of groups.

The version of the software currently installed is vBulletin version 4.0.8

admincp --> usergroup manager --> select usergorup --> max created groups

[ForceHSS]

You should update to 4.2.1
