Cant upload images logos/images in posts/avatars anything!

Just installed a new version of vbulletin and everything is working fine except for I cannot upload images anywhere. I have run the test file upload, i have tried to tmp folder with chmod of 777 i have searched the internet high and low for solutions and tried every single suggestion but I cannot get any images to upload on my forum :(

Any suggestions would be greatly appreciated.
