Vbulletin CSS not loading

Hello Everyone,

I was hoping that I can get some help on an issue that I cant seem to figure out how to fix it.
I am trying to move my current working site to a new host and the site loads ok however non of the CSS is loading so the site looks like garbage. Can someone please help me with suggestions on what causes this and where I can go to fix it.

I have vbseo but I have disabled it but that did not make a difference.

For some reason when I disabled vbportal on your site all ccs fails to load and this also happens when your vbseo is disabled. Re-enable both and your css returns.... not sure why its doing this yet.
As I stated via text, I was able to install & uninstall both without having any issues on a fresh 3.8 test site... You have many addons installed & have edited a great deal of your code over the years with every update.
I was waiting to hear back from you via text after you uploaded all default vb files to see if that helped with the issue.

Also, when all his add ons are disabled via config he looses all css to all styles...

Is he saving his css to an xml in the files? if not he should be.
