Buddy/Ignore option missing in UserCP

Running 3.8.7 p3.

A user just contacted asking how to ignore another user. This option was enabled before but it is now missing from the UserCP of all level of user.

I disabled all plugins and products and no joy. It still doesn't appear. I've trawled all the vbulletin options but can't find anything relevant.

Is there somewhere in admincp that I can turn this on?

It would show up in Usercp > Edit Ignore List.

If it isn't, create a new style with no parent:

Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save

Then browse the site using that totally default vbulletin style - do you still have the same problem?
