meu bar not showing

the menu bar what you use with all the tools on aka to make posts bold, centerd, change font etc is not appearing

Check AdminCP > Settings > Options > message posting interface options > top option > make sure WYSIWYG is showing as the editor for those three dropdowns.

Then check your own Forums > Settings > General Settings > Message Interface Options and make sure you have selected the WYSIWYG editor.
