Remove the option to Hide Sidebar Blocks: Not Whole Sidebar

I have my sidebar to where it cant be hidden, but each block has the option to be hidden. Is there a way to remove the ability to hide those sidebar blocks?

They may each be collapsed, but not completely hidden. However, to remove the option to collapse them, just do the same you did before and remove the code for it - it's just a link starting with <a class="collapse"....
