A user asked me about this, is there anything you know of available?
Notes file for other users. They have this in Eve Online. It's a little window which allows a person to record notes on their fellow users. Viewable when they click on a users profile it's a place to note things they like or dislike, positions they hold on certain issues, quotes of theirs, that kind of stuff.
