Rules Button

I want to change the link of the Rule Button, but it is not under the Navigation Manager tab in the Admin CP with all the others, where about's could I find it....?

Change the link, so when you press the button it takes you to a set thread.

Is it from a modification? If so, you will probably need to edit the plugin.
