Change the email template?

Is there a way to change notification emails to a custom HTML template? The way it looks now could use some tweaking.

I don't want to change the phrases, I want to change the format in which these emails are sent. Right now it's just lines of text but I'd like to be able to use the same phrases in a custom HTML template for the email.
