Thread controls for Admins only

Hey everyone, If anyone could help me out with a template edit that would make the thread controls: http://puu.sh/1RGrc viewable to specific usergroups such as admins and moderators only that would be great. I thought I saw something about it in permissions but I guess not. I can't really think at the moment so if anyone could help me out I would greatly appreciate it.
