How would I go about setting up a page like this:
As soon as you open the forums (for first time)
it shows you a agreement/tos page (customized) and require you to enter the word YES or AGREED at bottom and then clicking continue
ONLY FOR FIRST TIME (TO SEE THE FORUMS) not specific forums, please & ty

Do you mean on registration or first time every time someone visits the forum for the first time that day/session?

Yep first time someone enters the forums, I think it resets when he resets cookies

cookies arent automatically reset unless the user clears them.

Yeh I just meant that If a user resets his cookies the Page would probably ask him to agree again

Is this intended as a anti-spam measure?
You realize this would pretty much destroy any chance of having any pagerank? You want to feed the search engine crawlers a acknowledgement page instead of content?

Not an anti-spam measure, just something that would say you may not access this website if you are from blablablablabla a pop up would be fine if it helps the issue, this is for legal concerns so =].
