Is it possible a navbar with quick links like this in vb CMS?

I'm not sure what we are supposed to be looking at on that page - it isn't even a vbulletin page.

I mean a dropdown men? of sub-sections for section navbar :)

The CMS doesn't have a dropdown menu. You would need to manually edit the template in order to do that.
