I’m using the navigation manager area and added a few tabs. I
created a new tab menu called Bible (left url blank) and added links.
The bible menu does not work, just refreshes the page. Same for
gallery, site. I just want those tabs to become drop down menus for
the links I’ve added per respective tab.

This is happening on default and metro themes.

Maybe I'm missing something, but the navigation manager doesn't use the tabs as dropdown menus. If you add links under an existing link it will make a menu, so maybe you could do something like add a Bible link under each of your tabs.

Clicking the tab does NOT show the sub links but only refreshes the page. See attached please.

I don't think it will do what you're trying to do. The tabs are meant to switch pages so as far as I know it will always take you to the Target url, or to the home page if there's no url. If you set "Append 'tabid' to URL" to Yes you can make a tab that will change the set of links showing up underneath the tabs, but it will still take you to the Target URL (or I guess the forum page if there's no url).

Even if I put in the arcade link, it STILL refreshes the page when the tab is clicked on.

All I want is that those sub links finally work and actually show up

I'm not sure why it says that a blank url might be useful. The navigation manager is Paul M's thing so maybe he'll see this and comment.

Did you try setting "Append 'tabid' to URL" to Yes?

in some of your screenshots your Target URL is blank it cant be blank

Anyway, I figured out the issue. First, the help icon area for this doesn't represent the truth of how it works. Second, The sub menu only appears on that specific page URL specified in the MAIN tab's URL.

If anyone knows how to apply a url that opens in a new tab/window that would be great. Thanks.

Now, I want to create a link, and when clicked on that link (target = _blank), it will open new tabs in the browser?
