Navagation Tab Issue

I created a new tab "Rules", also created a file called rules.php and put it in the root directory of vb install, when i access the rules.php from the tab i only see the rules and not the rest of the style. Hopefully you understand what i'm trying to say, i'm attaching a few pictures of what i mean. I'm way new to vb, i did do some searching and didn't find what i was looking for.

Thanks that worked, just wasn't using the right search term.
