Is there a modification that allows you to create tabs like on XenForo?

Anything is possible, there isn't currently a mod that does this though with vbulletin.
Do you have a link to the xenforo version, because I haven't seen it either.

I'm pretty sure it's a default feature.

If you're talking about those 3 tabs by the sig, social, project and flair
that's a negative on it being a default feature on xenforo
