Linking within a page

Hello all. My forum home page is going to be long with lots of categories and I'd like to add a sidebar with links to specific categories down the page to make easier for users navigate the long page. First can a sidebar be added and how do I link within the same page?

Is it supose to place a button somewhere in the page that would take the user to jump point?
