What are the hardware requirements for a forum in the size of the Valve forums (sh*tloads of categories and subforums) but with less users (e.g. max. 1000 in the first month)?

Will I be fine with a VPS with 8GB RAM and 4 vCores or do I need more?

yes thats more than enough

you basically need a webhost, VPS or Dedicated Server
