i recently went to vbulletin.com to buy a license but how can i register and and apply for a product or purchasing a product? is and how can i become a member of vbulletin.com

and whats the difference between the new vbulletin 5 and the laters version can i use the vbulletin 5 to download old version too?

If you purchase a vB5 Connect License, you may choose to download/install a previously released version instead (but not also - only one site per license).
