I like how on this forum you see a small arrow next to the User CP when you click it you get quick access links to other portions of the UserCP

how can I have that on my forums?

You can see how that's done in the manual. Go here: http://www.vbulletin.com/manual/ , select a vb3 version from the dropdown, then navigate to Styles & Templates > Vbulletin Style Reference > Templates > vBMenu Popup Menus. You can also look at the existing navbar template and see how it's done in there.

One thing I think is worth mentioning: adding a menu involves two template changes: one where you want the menu to appear, and another where the menu is defined.

Also FYI, vb4 doesn't use the same system.

Crap, this sounds like reinventing the wheel. I read the manual it's all programming crap I have to go through which I have 0 knowledge in :(

It's really just html (which *I* don't call programming but I guess some people do). But yeah, there is no way to add it through the adminCP or anything like that.
