Does anyone have a step by step guide as to how to do this?

Many gaming sites have this type of advertising, I'd like to do the same. One example is www.gamersbook.com.

Do you know what forum platform they're using? And which Ad type do you want - the large header at the top, or the "tank" background.. maybe you could post a pic and circle what element you're talking about?

Sorry, it's the background ad, i.e. to the left and right of the actual content there is the background which is actually a Google ad.

I'm not sure what sort of platform it is (not vB) but I would bet that this has been done many times before with vB also.
