Forums loading slow

I have been trying to find out what is causing my forums to load so slow. I have moved my site onto the server that runs my game servers so I can make scripts that integrate into site to manage them. The server is running windows server 2008 r2 and has 8 cores with 16gb of ram. Looking at the resources and task manager, there is nothing overloading at all.

I dont know if this is a mysql issue or what.
