How do I add a new navbar

I'd like a nav bar below the two existing vB navbars.

I tried searching for this but most threads seem to be about adding a new tab or new link to the existing nav bars, not adding a new nav bar.

How can I add a new nav bar below the two current nav bars and put images in it with links to specific locations? I'd like this to show across the entire site - the CMS "frontpage", the blog and everywhere in the forums.
