Do you have them turned off in vbulletin Options?

You need to make sure they are turned on in admin cp vbulletin options and turned on in the usergroup settings for each usergroup

BB code setting is also default.
"Enabled Built-in BB Code Tags" are all checked...

Then you must have edited the editor_on template to remove the reference to them or you are missing the bbcode core files from your server, is this a new forum?

yes i recently impex my forum, mybb to vbulletin 3.8.7

You may have to upload via ftp in ascii mode with overwrite the vbulletin package, there may be files missing.

ascii mode is the method of upload you should use in your ftp program!

oh i found the problem..
m recently impex mybb to vbulletin.
& all old users some functions OFF
there are..
Save a copy of sent messages in my Sent Items folder by default
Enable Visitor Messaging
Message Editor Interface
Plz tell me how to ON/Checked that for all old users...
not one by one

I am having the same problem i have done every thing you advise above.I exported from xenforo to vBulletin started with vBulletin 3.8 then upgraded to vb 4.2.0 Dont matter what i tick or edit this is just not showing up

Looks to me like the WYSIWG editor is just turned off. I think the controls are in the same place in both version of vBulletin.
Admin CP >> vBulletin Options >> vBulletin Options >> Message Posting Interface Options
Check the places you want the WYSIWYG editor to show up under Enable Clickable Message Formatting Controls
