guests see strange symbols and lot of text missing after moving my database to another server

there are symbols like:

i changed the language to default (english) and now the users are seeing more text.
but i still get the problem of the strange symbols
--------------- Added 1341093175 at 1341093175 ---------------
username with Trotse (e accent grave) becomes: Trotsé
