Create a new style with no parent:

Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save

Then browse the site using that totally default vbulletin style - do you still have the same problem?

No I do not have the problem still.

But now how do I fix it for this style?

Your problem is with a customized template - either regular template or css template. You will need to go through the customized templates that are used on that page and compare them to a default template and see what the differences are and upgrade your template.

This is a theme that I got from here.

But was it made for the same version of vbulletin you are running? And it really doesn't matter where you got it from, those are the steps you would need to take to fix it if the author isn't releasing a style for the version you are running.
