How to turn on Email Notification on PMs for all Users

I'm trying to turn on Email Notification on PMs for all Users. I'm currently running Version 3.8.4.

I'm sure there is a mySQL query I can run, does anyone know what that might be?

If you go to "Execute SQL Query" under Maintenance in the adminCP, it's one of the choices in the Automatic Query dropdown menu.
