Blocking The Forum From View

Is there a way to make configure the Default forum.php page so that no one can see it at all, unless they're a paid subscriber?

just have an if conditional in your header template to redirect them if they are not in the paid members group and are not viewing scripts private, login, register.

You meantion forum.php which would be vb4 yet you've posted as a vb3 question?
