where is Create widget in AdminCp?

I keep seeing go to "vBulletin CMS" but I dont have "vBulletin CMS"

So where do I got?

"vBulletin CMS" Should be one of the menus on the left side in the adminCP. If you don't have it then you either have the forum-only product, or else the CMS is disabled.

Are you maybe looking for forum blocks? That's under "Forums & Moderators".
