Is it possible to "re-start" my forum but keep certain data?

Is it possible to "re-start" my forum but keep:
-Registered users
-Posts
-Topics

You know, all the important stuff.. The main reason for me wanting to do this is because I've basically trashed my forum visually, it looks horrible. I've installed bad addons overtime that I didn't know how to deal with and just generally messed up my forum overtime.

In the last image you can see there are absolutely no tabs showing.

I was thinking maybe I make a fresh install and only import certain tables from my old SQL database? If I did that what ones would it be?

Have you thought about just uninstalling all your modifications and then creating a totally default style and starting from there?

I have disabled every single modifications I have ever installed but honestly mate I get random errors everywhere, I'm far from good in this field so it's completely unreadable by me.

I need to somehow start over in a clean forum but still have the users, posts and categories ect.

Well crap, turns out the problem is a lot worse than I thought. A lot of my forum actually simply isn't functioning.

I'm willing to pay if I find someone who is willing to teach me or do it themselfs, I need a fresh forum installed (I can do that) and then my users, forum threads ect imported.
