please tell me what is the best vbulletin version of 4.x ?

and is it contain arabic language and some styles?

I don't know about the particulars with the Arabic language but VB 4.2.0 due to be released VERY soon (this week likely, maybe even today) is the best version for starting a new forum.

I would wait until you see 4.2.0 available for download.
