Can you tell us what exactly you mean by that? Did you mean you want to restore a previous db backup? The more details you give us the better.

want to reset the users and posts + forum threads that I have
I want to erase everything and leave the foundation (SQL)
With design and everything ..

There is no reset button, just delete all and reinstall then add all sections and skin

Brother You Have 2 ways
First Way - You Go To Your ftp public_html/install And You Need 1 File "install.php" Then You
upload "install.php" File (You Must Download install.php File From Same Version Of Your vbulletin)
After Upload File Go To URL
www.yourdomain.com/install/install.php
Now Install All Steps And Then In Last Step You Delete Install.php File From Your ftp
Now Your Forum Reset
