It's done what way? You didn't way what the setting is.
Create a new style with no parent:
Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save
Then browse the site using that totally default vbulletin style - do you still have the same problem?

Have you reverted your forumhome template?

Warning: fetch_template() calls should be replaced by the vB_Template class. Template name: forumhome_loggedinuser in [path]/includes/functions.php on line 4337

You can't use vb 3 mods on vb 4.

Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit includes/config.php and add this line right under <?php
define('DISABLE_HOOKS', true);
After you have disabled them, view the page using that default style I had you make. Now can you see them?

I have replaced the hack by this :
https://vborg.vbsupport.ru/showthread.php?t=243233&highlight=split+users+mod
But I do not know what to put on the field of the hack on the admincp ,given that my forum's default language is Arabic ?

Please post a link to your default style (made in post 6) and leave your modifications disabled so we can see what is going on.

Right now it says (in English):
Currently Active Users
There are currently 29 users online. 0 members and 1 guests ? 28 ?????
So, you have 0 members, therefore you can't have any list of users.
And, you still have all your modifications enabled.

Like Lynne said, you still have all the mods enabled. One of them is causing your issue.

If you use CSS for the usergroup usernames, then I suppose it could be. It's very hard to tell with it not being in English and a default site.
