Are the users in the same usegroup? Check your usergroup permissions for each usergroup and make sure said users can post.

Have you made changes to forum permissions via forum manager?
Check there as well to see if said usergroups permissions have been altered.

What version PHP are you running and what version PCRE?
Are you having any problems posting or just the other users?

To disable hooks just go to acp/ settings/ options/ Plugin/hook system and disable them from there then test.
However i think its a usergroup or forum permission issue if you can post ok.
Make sure no forums have changed permissions.
