That's as much info as I have..
Tried disabling hooks/messing around with URL..
Using 4.1.9 and just not working.
So you're talking about password reset? Your first post says "here is what I'm getting" then there's nothing there, so that's confusing. Are you saying you're getting a blank page?

A generic server error really isn't enough to go on.
One thing you could check is to manually disable vBSEO (if you have it installed) via the vBSEO dashboard. Disabling hooks sometimes doesn't fully disable vBSEO. You could also try temporarily clearing any .htaccess files in your forum or root directory.
If those things don't work, I'd just consult your hosting company.

Oh...the confusion is that your OP doesn't show anything, but when I quoted it I noticed that there's an image that's blank (for me anyway). I think they sometimes take time to appear. ETA: OK, I see it now.

My host isn't sure either, and I don't use vBSEO

I...find it hard to believe your host doesn't know. Do you have the ability to check the apache logs yourself? If so, feel free to pm me (not sure if they're 'sensitive' or not) the most recent entries.
Have you tried opening up a vBulletin ticket?
