where can I edit / what controls the hover effect of this - see the screenshot below (when mouse is off, it's normal, when I hover it, it goes blue):

The pencil is an image. The color is controlled by the color of the image. If you want to change it, you need to edit the image and change the color - edit_40b-hover.png
