In the user manual I have read that under "user ranks" there should be two buttons: "Add New User Rank" and "User Rank Manager". For some reason neither the super admin nor other admins can see the button "User Rank Manager". Does anyone know how to fix this?

Do you see the tab "User Ranks" which is under "User Profile Fields"? Can you see Add New User Rank? Is there a blank space above that where User Rank Manager should be?

Yes, I see the tab "User Ranks". And there is a very narrow (in height) blank space above.

User Ranks should have a narrow blank space above. But, can you click the + box next to it and expand it to see the other options?

Sorry, I guess I did not explain correctly in my last post.
I can see the heading "User Ranks" in the ACP. When clicking the arrow to expand the menu, I can only see "Add New User Rank", not "User Rank Manager". Between the meny "User Ranks" and the submenu "Add New User Rank" there is a narrow blank space, which is not there on other menus (as in "Forums & Moderators).

It is a phrase. Can you search on the phrase "user_rank_manager" and does it exist? There are actually two that should be there - it should be the one with the words "Control Panel Home Pages Phrases Containing 'user_rank_manager'" above it.

Yes, if I search in Languages & Phrases, I get one hit on "user_rank_manager" with the text Control Panel Home Pages Phrases Containing 'user_rank_manager' above it.

Have you actually added any user ranks?

Try reimporting your language by uploading the do_not_upload/tools.php file to your admincp.

Are you defining "Super Admin" properly? As designated in the file, "config.php?"

Are you defining "Super Admin" properly? As designated in the file, "config.php?"I presume so, super admin is defined in the config-file.
Try reimporting your language by uploading the do_not_upload/tools.php file to your admincp. From where do I upload the file? Will this erase all translation that is previously done?

tools.php is in the do_not_upload directory that came with your vbulletin files. It will only overwrite the Master Language, not any translations you have made.
Alternately, add the following phrase:
Phrase Type: Control Panel User Ranks
Product: vBulletin
Varname: user_rank_manager
Text: User Rank Manager
(I suggested reimporting because if you are missing one phrase, you may be also missing others.)
