You don't allow users to change styles so there is no way for them to pick the mobile style.

I mean no option seen in latest updates, what can be wrong?

Huh? No option for what? Did you run the upgrade.php script? Do you now see two areas under Styles & Templates > Style Manager?

After upgrading to 4.1.1 we are facing two problems

1- CKeditor (every where includes PM, VM, quick reply, post or thread)
2- Mobile style option is not available or can not be created.
