Is there a way to set forum password attempt limits like there are for the log-in?

In other words, I would like to be able to lock them out of the thread for x hours/minutes if they use the wrong password x times.

There is no built in feature to do that. You might be able to look at how the "strike" system works for the main passwords, but you'd have to do some programming to make it work.
